The mandate of ISAR is to carry out research in agronomy, animal and environmental sciences. It is the apex body for coordination of all agricultural research activities in Rwanda. The institute provides leadership in research for, and policies on, development matters. The overall goal of ISAR is to conduct research that improves the livelihoods of low-income farmers in Rwanda through reduced poverty and malnutrition, and improved food security, within the framework of enabling institutional policies and sustainable natural resource base.
